QUARK is the constitutional control and decision kernel of the JIM STEPHEN PINAS technology platform. It is not another personality database and it is not a claim that a model should become the human.

In practical terms, QUARK sits between intelligence and action. Before a model, tool, agent or workflow is allowed to do something, QUARK asks whether the action is necessary, authorized, evidence-supported, proportionate, privacy-respecting and compatible with human autonomy.

The central rule

NO MODEL SHALL BECOME THE HUMAN.

AI output is not proof. Technical possibility is not permission. Automation is not human replacement. A model is not its own authorizer.

What makes QUARK different

• Model-independent control: models can be replaced without replacing the constitution.
• Evidence before confidence: provenance, uncertainty and UNKNOWN are first-class outcomes.
• Human authority remains human: high-impact actions can be denied or require human review.
• Privacy by necessity: purpose, necessity, authorization and expiry govern memory and data use.
• Tool containment: connected tools are treated as zero-trust capabilities, not as unlimited power.
• Failure is recorded, not hidden: adversarial tests, red runs and failure provenance are part of the system.

Public status

QUARK is being exposed publicly through this website in stages: explanation → constitutional sandbox → evidence → developer interfaces → limited pilots → production integrations. A page existing is not proof that every capability is already production-live.
