Public developer sequence

Website → Start Sandbox → free test environment → scenarios → evidence results → developer credentials → integration tests → limited pilot → production access.

Production API documentation will be published only alongside a testable implementation. An OpenAPI document without a working, secured endpoint is documentation, not a product.
