Phase 1 — Foundation

Domain, storefront, identity, billing architecture, legal entity, compliance register, security baseline and partner outreach.

Phase 2 — Sandboxes

Developer portal, test environments, API contracts and evidence collection.

Phase 3 — Partner pilots

Wholesale telecom/internet integrations, limited pilots and operational support.

Phase 4 — Public launch

Only products that have passed technical, contractual, legal and operational gates become publicly purchasable.

Phase 5 — Scale

Additional countries, products and infrastructure are added only when the control model can scale with them.

Each roadmap transition must carry evidence. QUARK is intended to prevent “built” from being promoted to “safe,” “approved,” “licensed,” “production-ready” or “live” without the proof required for that specific state.
